Fox News can tell who's at fault. Can you?

The following YouTube video shows a scuffle between protestors and NYPD officers. There are a few shots clearly showing an officer (white shirt) swinging a truncheon. Little else is visible and the officer’s reasons for doing so are not readily apparent.

This is the title given to the video by its uploader: “cops beating people up at occupy wall street”

Fox News  posted this same video under a rather different headline: “Democrat-Backed ‘Occupy Wall Street’ Protests Turn Violent”

Can you tell who’s at fault from this footage? Who’s opinion is more credible to you, the uploader’s or Fox’s?
